As the number of phone numbers on the National Do Not Call (DNC) Registry surpassed 139 million, the Federal Trade Commission today reiterated that despite the claims made in e-mails circulating on the Internet, consumers should not be concerned that their cell phone numbers will be released to telemarketers at any time in the near future. In addition, according to the agency, it is not necessary to register cell phone numbers on the DNC Registry to be protected from most telemarketing calls to cell phones.

The truth about cell phones and the DNC Registry is:

* Contrary to the e-mail, cell phone numbers are NOT being released to telemarketers, and you will NOT soon be getting telemarketing calls on your cell phone.

Now is your chance to say how $125 million in Housing and Urban Development (HUD) funds should be spent for the upcoming year. Come to a meeting in your community to offer your ideas. Funds must be used to primarily benefit low- and moderate-income persons. Your viewpoint is essential to wise use of these funds; we welcome your participation, and your voice will be heard.

Residents are invited to attend one of six community meetings throughout the city of Los Angeles to provide input on priorities for expenditure of HUD Consolidated Plan
funds over the next five years, and for the upcoming 34th Program Year. The City receives approximately $125 million annually from the U.S. Department of Housing and Urban Development (HUD) for new housing construction and rehabilitation of existing housing, public services, programs for the homeless and those living with HIV/AIDS; community facilities; and economic development. Activities funded through the CDBG program must primarily benefit low- and moderate-income people, eliminate blight, or generate jobs.

Anyone who cannot afford and eye exam and/or glasses will eligible whether or not they have insurance, as long as they are within the target ages. Scheduling of appointments begins in August.

The Van Buren Place Community Restoration Association is joining with the Adams Normandie Neighborhood Association (ANNA) for our annual National Night Out on Crime neighborhood march and potluck.

This year will be the 24th Annual National Night Out, a unique crime/drug prevention event sponsored by the National Association of Town Watch, on Tuesday, August 7, 2007.

Last year's National Night Out campaign involved citizens, law enforcement agencies, civic groups, businesses, neighborhood organizations and local officials from over 10,000 communities from all 50 states, U.S. territories, Canadian cities and military bases worldwide. In all, over 34 million people participated in NNO 2006.

NATIONAL NIGHT OUT is designed to:

* Heighten crime and drug prevention awareness
* Generate support for, and participation in, local anticrime programs
* Strengthen neighborhood spirit and police-community partnerships
* Send a message to criminals letting them know that neighborhoods are organized and fighting back

We will assemble at 6:30 pm at 1658 W 23rd Street, north of Adams Blvd. Bring your potluck dish. The march, with support from Southwest Division LAPD, will begin at 7:00 pm and cover both sides of Adams Blvd. this year, returning to 23rd Street for a community potluck with lots of good food.

Los Angeles Must Make Building Affordable Housing a Top Priority

Audit of Housing Department Finds City As A Whole Must Take Immediate Action On Issue

Calling the shortage of affordable housing a crisis, City Controller Laura Chick released the first of several audits of the Los
Angeles Housing Department. “My audit of the Housing Department’s Affordable Housing Program found a Department hard at work to solve the housing crisis. However, the Housing Department is up against problems that they cannot solve alone,”
said Chick.

“The median price of a single family home in Los Angeles is over half a million dollars. How can we expect those in the lower income brackets to be able to put a roof over their family’s heads in this highly costly environment?” said Chick.

Among the audit’s key findings:

o Barriers to providing affordable housing require creative solutions from the Housing Department and the City, as a whole.
o The Housing Department does not have an adequate means of measuring its effectiveness.
o The Housing Department’s program to utilize City surplus properties for development has been unsuccessful.
o The Housing Department’s efforts to preserve the existing affordable housing inventory have had limited results.
o The Housing Department’s existing technology systems are inadequate, inefficient and do not interface with one another.

The Chick audit contains 28 recommendations to help achieve the goal of providing more affordable housing in the City of Los Angeles. The Controller’s Housing report, as well as all of her over 100 audits, is available at her website at www.lacity.org/ctr.

LADWP Hosts Community Workshops to Discuss Proposed 2007-2008 Revenue and Rate Actions

The LADWP Executive Management Team will present its Power System - Proposed FY 2007-08 Financial Plan, Revenue Increases and Rate Restructuring and Water System - Proposed FY 2007-08 Financial Plan and Revenue Increases in a series of six public hearings to be held throughout the City.

The series of workshops began on Saturday, June 23, 2007 at the LADWP John Ferraro Headquarters Building, 111 North Hope Street, A-Level Conference Center, Los Angeles 90012.

Subsequent workshops are scheduled for:

July 21, 2007 at 9:00am at 14410 Sylvan Street Van Nuys;
July 21, 2007 at 1:30pm at 8475 S. Vermont Avenue Los Angeles;

Free Health Fairs Providing Free Medical Services to Communities

“Fiesta de la Salud” is a promotion that brings health related services FREE OF CHARGE to community members at their local grocery store. Services offered include screenings for cancer, diabetes, cholesterol, bone density and blood pressure. Children’s services will include FREE doctors exams, FREE immunizations, and FREE dental exams. Educational information that will be available in both English and Spanish. Any person that is found to have an abnormal test result, will be given no cost or low cost medical treatment. We will not screen people and send them on their way. Our goal is to find them a medical “home.”

All this will take place in a festival-like atmosphere that includes free samples, music, food, and guest speakers covering health related topics.

Each month we are able to help thousands of people in the community receive valuable health care that they might not have otherwise. Each person is given free or low cost services if we find they have any abnormal test results.

"The Festival is one of the most important cultural events of the year," remarks Reginald Chapple, president and CEO of Dunbar EDC. "It is not only a tribute to the history of Los Angeles contribution to the music industry, but an opportunity for everyone to enjoy timeless music." Other activities at the Festival include art and crafts, food, and informational booths.

"Our focus, when selecting the entertainers, is to honor the rich music legacy of Central Avenue -- from the musicians to the orchestras that once graced the stages in nightclubs on Central Avenue," explained Jose Rizo, KKJZ radio personality and Dunbar EDC board member.

"It has always been important that the Central Avenue Festival reflects elements of the history of the avenue," says Michael Dolphin, a Dunbar EDC board member and Central Avenue historian. This year, blues legend Roy Gaines and surprise guests will lead a 50th Anniversary Tribute to "Mama" Laura Gross. Mama Laura has operated Babe and Ricky's (Blues) Inn, formerly located at 52nd and Central but now operating in Leimert Park, since 1957 - quite an accomplishment for any business owner, but certainly a tribute to the legacy of Central Avenue.

The Girl Blue Project

The Girl Blue Project: A creative self-empowerment program for teenage girls

The Girl Blue Project was founded in June of 2003 as a proactive move to re-educate, motivate and empower teen girls, 14 to 19 years old, in Los Angeles County. This innovative, free intensive was designed by actor and writer Marlow Wyatt to focus on the social and emotional problems of teen girls and how these issues affect their ability to learn and lead productive, fulfilling lives. When volunteering as a tutor in Los Angeles Unified Schools with the Reading by 9 program, Wyatt began to understand that the emotional needs of teenage girls at this delicate age were being overlooked.

The Girl Blue Project is a FREE self-empowerment program for teen girls 14 to 18 years old in Los Angeles County. Our program is designed to build self-esteem and promote discipline and self-acceptance. Our curriculum includes yoga, self-esteem workshops, etiquette, money management, women's health/harm reduction, dance, acting, voice, creative writing and much more!

All girls may apply and we are especially interested in those in Foster Care. Our program dates are July 9th through August 18th. All applications must be received by July 2nd. NEW REALITY SHOW “PETFINDER” CASTS SOUTHERN CALIFORNIA RESIDENTS WHO ARE SEEKING TO ADOPT ANY TYPE OF PET

Casting has begun for a new Animal Planet series called “Petfinder” that aims at placing the right pet with those searching for an addition to their family. Many people yearn to adopt an animal, but are uncertain about finding the right breed, size or kind that will mesh with their lifestyle. “Petfinder” experts will lend their proficiency to make for the perfect blend between humans and new best friends.

“Petfinder” will showcase participants’ pet search from the very beginning. Using their experts in the field, people will be guided throughout the entire process of determining what type of pet is right for them. All factors will be considered in the process; such as daily responsibilities, activity levels of both animals and of the participants, and preparation for the new pet. Dogs and cats placed in new homes will be rescued from local animal shelters and humane organizations. “Petfinder” experts will secure the adoption and cover all pet-related costs.

“Petfinder” is the first show to focus on match-making between humans and pets. Animal Planet strives to educate viewers on the importance of making the right pet match. Hundreds of thousands of unwanted pets end up in animal shelters and facilities across the country every year. Many pet lovers have the best intentions when welcoming a new pet into their home, but have not fully researched their pet’s breed. In the City of Los Angeles, over 30% of animals in shelters are relinquished from the public. The top reasons as to why animals are turned in are related to lifestyle and behavior.

TO HONOR THE MEMORY OF AUTHOR BEBE MOORE CAMPBELL

Few authors could touch the spirit the way best selling novelist and journalist Bebe Moore Campbell did. During her short tenure on earth, she was able to weave words into four best selling novels. Offering up hearts, lives and souls in her bestsellers, "Brothers and Sisters," "Singing in the Comeback Choir," "What You Owe Me," and "72 Hour Hold," Ms. Campbell provided the world a poignant, but pleasurable peek at issues impacting African Americans.

Before her passing in November 2006 at age 56 years, Ms. Campbell also contributed her creativity and resources as a member of the National Alliance for the Mentally Ill, having won their 2003 Outstanding Literature Award and, in helping found the National Alliance for the Mentally Ill chapter locally.

For all that she did as a writer and an activist, Bebe Moore Campbell will be paid homage during the historic first Leimert Park Village Book Festival.

Beginning at 10 a.m., Saturday, June 30, 2007, "Celebrating Our Literary Legacy: Our Heritage, Our Words, Our Stories," will be held in the Leimert Park Village Visions Theatre Parking Lot at Degnan Blvd and 43rd Street, Los Angeles.

Coin honors Ark. students' 1957 struggle

LITTLE ROCK, ARK. — Fifty years ago, nine black students faced down a mob to integrate Little Rock Central High School. Now, they are being honored on a commemorative silver coin.

The U.S. Mint introduced the coin Saturday at the NAACP's Daisy Bates Education Summit, which pays tribute to the Arkansas NAACP leader who served as advisor to the Little Rock Nine.

One side of the $1 coin depicts a group of students being escorted by a soldier. It features the phrase "Desegregation in Education" and contains nine stars. The other side depicts Central High as it looked in 1957.

Integration at Central was the first major test of the Supreme Court's ruling, three years earlier, against racial discrimination in public schools.

Losing Affordable Housing in L.A.?

Loophole Allowed Demolition of Affordable Units to Escape Rent Stabilization

By a unanimous vote, the Los Angeles City Council adopted an ordinance to close a loophole threatening the city's supply of rent-stabilized apartments.

Under a California law known as the Ellis Act, landlords may exit the business of renting residential property by converting their property to commercial or for-sale residential, with some restrictions. This has resulted in a loophole allowing property owners to demolish their rent-stabilized apartment buildings and build new apartment buildings with no rent restrictions.

"Los Angeles has the country's worst housing crisis," said Council President Eric Garcetti. "By hearing from all interested
parties in a series of open hearings, this council has passed a law that, without placing undue burden on property owners, will stop people from bending the rules to evict low-income tenants and will encourage the production of new affordable housing."

"Our goal was to find something that was balanced and fair without penalizing the most vulnerable residents of this city, who are running out of options on where they can live," said Councilmember Ed P. Reyes.

"Democracy and public policy were well-served by this ordinance," said Councilmember Bernard C. Parks. "It allows for the preservation of necessary critical and affordable housing, but does not eliminate the issues that create the construction of new housing."

"The new revision clarifies the rights of tenants and the rights of property owners," Councilmember Bill Rosendahl said. "We now have more options to protect renters and preserve affordable housing."

If a landlord evicts the tenants of an apartment building with the intent of leaving the rental property business, demolishes the building, and builds a new rental building, the ordinance adopted by the council provides two options:

1. The owner may raise the initial rents to market levels. Further rent increases in the new building are then regulated under the terms of the Rent Stabilization Ordinance.
2. The owner may designate up to 20% of the building's units affordable to tenants earning 80% or less of the area median income. A building with 20% affordable units may then take advantage of the available building-envelope incentives regarding parking, setbacks, and height.

Properties with four units or fewer where the owner occupies one of the units are exempt from these provisions.

Hearing on Adams-LaSalle Recycling Center

Neighbors,

The Adams-LaSalle recycling center (1883 W Adams Blvd) is making one more appeal to keep their nuisance business in operation after being ordered to close by the South Los Angeles Planning Commission and the Department of Building and Safety. This time they are appealing the closure order to the Board of Building and Safety Commissioners. The hearing will be held on Tuesday, June 5, at 9:30 am at 201 N Figueroa Street, Room 900 (9th floor). If the community wins there we may finally see this problem end for our neighborhood.

Lula Washington Dance Theatre Summer Intensive

Performance Opportunities for Aspiring Professionals

The internationally-acclaimed Los Angeles Modern dance company, Lula Washington Dance Theatre holds its Professional Development Workshop (PDW) from June 18th to August 5th. The unique summer intensive program offers technical training, career mentorship, and the opportunity to perform and tour in LWDT's 2007-2008 season! Students can enroll for the entire program or for selected weeks during the summer months. Classes can also be taken on an independent, daily basis. Held in its new state-of-the-art facility at 3773 South Crenshaw Boulevard in Los Angeles, this program continues LWDT's quarter-century legacy of grooming young dancers for professional careers in a competitive dance world.

The PDW program, which is designed for intermediate/advanced teens, recent high school graduates, college students, and aspiring dance professionals, seeks to develop dancers who can sustain themselves in concert dance, commercial, theatrical, or Broadway dance work. The program meets five days a week for five hours a day, on an evening schedule modeled after that of many professional companies. PDW participants take daily technique classes and have special workshops and seminars on a range of topics, including but not limited to: dance career options, financial management, and audition techniques. They also attend daily rehearsals, audition with master choreographers, and make valuable, lasting connections with seasoned dance industry professionals.

Project Fatherhood Community Grants

Children's Institute, Inc. (CII) announces a Request for Proposals (RFP) of the Project Fatherhood Community Grants Program. National Youth Sports Program

This six-week summer sports and education program is for economically disadvantaged Los Angeles area youth who are 10 to 16 years old. Emphasis is on sports skills instruction and competition, physical fitness, good health practices, and career guidance. Over 450 young people participate each summer. NYSP includes an education opportunity in math and science.
